The bubble is sliding. Down the wall, that is. The weight of the water is pulling it down, and probably doing untold damage. I probably should pop it, but am so afraid of mold that I daren't.
I have a guy coming tomorrow to look at it and hopefully fix it (or tell me how much cash it is going to take to fix). He can't come soon enough, really.

OK so this repair...the only thing you should really need is the window to be re-weather proofed. It is there that the rain is coming in. You might set a fan or heater towards the wall to start drying it out but honestly if you just dry it out and he re-caulks the window well it should not matter. Have you noticed before? Usually when caulk goes it is after a hot summer and it finally cracks after so many years and then when the first rain comes water comes in, so if this is the first time it has bubbled you do not likely have mold build up.
